* feat: add Splunk backend adaptor

Adds an ingest-only backend sending logs to Splunk via the HTTP Event
Collector API, built on HttpBased.Pipeline + HttpBased.Client.

* refactor(hec_formatter): avoid iteration, simplify tests

* style: whitespace fix
