Publish combined matrix coverage to Coveralls and restore the badge

The badge was removed in 29397a1 because CI had stopped uploading, which
left the Coveralls record frozen on a 2021 build of 209 lines. Restore
the upload first so the badge measures a build instead of repeating a
claim.

Each matrix cell now writes its own data file and stores it as an
artefact. A new coverage job merges them, reports against the existing
fail_under of 100 and sends the lcov file to Coveralls, so one number
covers the whole matrix rather than whichever cell finished last.

The path aliases fold the backslash-separated relative paths from the
Windows cells onto the checked-out tree. Without them the same module
counts twice in the merged report.
