refactor(provider): drop AWS SDK dependency from ZoneTypeFilter (#6707)

ZoneTypeFilter.Match accepted a raw route53types.HostedZone, which made
the generic provider package (and every consumer of it) depend on the
AWS SDK. Keep the filter string based and map Route53 hosted zones to
public/private inside the AWS provider instead.
