* feat(incidents): project layered context events

* Fix: close context event validation gaps

Root cause: raw event payloads bypassed target-aware case folding, and history validation tracked event IDs without enforcing terminal overlay transitions or promoted fact identity.

Fix: share strict JSON key validation, reject promotion/rejection contradictions and duplicate promotions, centralize cohort-role validation, and freeze Task 4 transport fixtures.

* test(jsonstrict): exercise hidden field filtering
