feat: ⋮ menu on the message list and a searchable recipient dropdown (#48)

* feat: put Settings behind a ⋮ dropdown on the message list

The Settings button in the header becomes a vertical three-dot button
that drops a menu down from under it, with Settings as its item.

The menu is drawn by the page rather than supplied by the platform:
the navigation bar is hidden here, so a secondary ToolbarItem renders
nowhere, ContextFlyout does nothing on Android or iOS, and an action
sheet opens as a dialog in the middle of the screen. A transparent
layer behind it closes it on an outside tap, and Back closes it first.

* feat: put Send to first, as a searchable dropdown

On the new message page the recipients move to the top, above Subject,
and the always-visible list becomes a dropdown under the search box:
it opens when the box is used, filters as you type, adds a chip per
pick while staying open for the next, and closes when focus moves on.

Reverses the subject-first order from 2026-09-11, which existed because
the list was always on screen and slow to work through.

* fix: keep Subject in view while choosing recipients

The open dropdown and the keyboard between them pushed Subject off the
bottom of the screen. A pick now closes the list and puts the keyboard
away, and the list is capped at about three rows.
