* chore: AGENTS.md, re-export-only __init__ files, wider ruff rules

- AGENTS.md records the architecture boundaries, the rule that __init__.py
  files only re-export, the tooling and the commit and merge request
  conventions; CLAUDE.md imports it
- probe base classes move from probirka/_probes/__init__.py to
  probirka/_probes/_base.py, the lazy loader from probirka/__init__.py to
  probirka/_lazy.py; both __init__ files and probirka/_ext/__init__.py are
  now barrels, siblings import concrete modules
- tests/test_architecture.py enforces the layout rules
- ruff gains E, W, I, N, D, ANN, ASYNC, S, BLE, A, EM, LOG, PIE, PT, SLOT,
  TC, ARG, PGH, TRY, FLY, PERF, FURB and covers tests and docs; pre-commit
  pinned to the locked ruff; bandit dropped in favour of the S rules

* chore: route lazy names through the subpackage barrels

- probirka/_probes/__init__.py and probirka/_ext/__init__.py re-export the
  names that need a third-party package under TYPE_CHECKING, so a barrel
  describes the whole surface of its subpackage while importing nothing at
  runtime
- the package root imports only its direct children: flat modules by name,
  subpackages through their barrels; tests/test_architecture.py checks it
- AGENTS.md states the rule and the updated checklist for a new probe

* chore: move the probe core into the package root

- Probe, ProbeBase, CallableProbe and ProbeFailure live in probirka/_probe.py;
  the core (_probe, _probirka, _results, _redact, _lazy) is complete on its
  own and never imports _probes or _ext
- _probes and _ext are additions built on the core; the _probes barrel keeps
  only its own names (ClientOrFactory, HttpProbePolicy, TcpProbe and the lazy
  probes for type checkers)
- tests/test_architecture.py forbids core-to-addition imports; AGENTS.md
  describes the core/additions split and the new layer list
