ci: initialise Qt offscreen in release documentation builds

The 0.11.5 documentation job aborted during package import because Qt attempted to connect to an X display. Set QT_QPA_PLATFORM=offscreen alongside the existing Agg backend and require both in the CI policy checker.

Validation: CI policy and whitespace checks passed. The corrected workflow will be dispatched on stable for hosted Linux validation; the published release tag remains unchanged.
