feat: exercise pages.yml from the canary

pages.yml was the only workflow with no live coverage at all, which is why the
permissions baseline in #41 could not be verified against it. The docs site is
deliberately dependency-free: pages.yml runs whatever build-script it is given,
and base_path comes from actions/configure-pages, so a real VitePress install
would add weight without exercising anything extra.

The built page prints PAGES_BASE_PATH, so the deployed site is itself the
evidence for issue #64 rather than a run log that expires.
