🔒️ Regenerate Gemfile.lock for the activerecord CVE fix

The lockfile update from b0612b5 was accidentally discarded by an
unrelated `git checkout -- Gemfile.lock` before it was committed,
leaving Gemfile.lock still resolving the vulnerable activerecord
7.1.3.4 despite the Gemfile/Appraisals floor already being raised.
Regenerated; now resolves to 7.1.6.
