Re-enable The One Probe support

TOP now has a build for MC 26.1.2 (26.1.2_neo-14.0.0-1), so the
integration can be compiled again.

- Bump theoneprobe_version to the MC 26.1.2 build
- Depend on TOP's api artifact as compileOnly (the integration is
  registered via IMC, so TOP is not needed on the runtime classpath)
- Drop the modcompat/top exclusions from compilation and Spotless
- Re-register TopModCompat
- Port the probe info providers from ResourceLocation to Identifier
