bedrock-uvk: make ShardServer retry telemetry test deterministic (#311)

Fixes bedrock-uvk.

The retry-telemetry integration test no longer waits for the persistence
worker’s real `Process.send_after` backoff. `PersistenceWorker` accepts
an injected monotonic clock, which `ShardServer` passes through; the
test advances it explicitly and then drains the worker. Production
retains the system monotonic clock.

Verification:
- `mix format --check-formatted`
- `mix credo --strict`
- `mix dialyzer`
- focused ShardServer/PersistenceWorker tests
- retry telemetry test: 50 fresh seeded VM runs, all pass
- full suite: 2,926 tests, 158 properties, 17 doctests pass

A subsequent full-suite stress loop also exposed separate pre-existing
100ms timing flakes in `ComponentMonitoringTest` and
`TransactionBuilderTest`; neither is on this code path.

12 of 13 new or added lines in 2 files covered. (92.31%)
