refactor: Name the suite for the curve that makes it necessary

archon-ecdsa-jcs-2019 echoed the registered ecdsa-jcs-2019, which is
defined for P-256 and P-384 -- the two curves this suite exists because
the registry does not cover. So the name pointed at the one suite a
reader might assume it matched and omitted the parameter that matters.
The date echoed that suite too, and said nothing once the echo went.

archon-ecdsa-secp256k1-jcs-2026: vendor, algorithm, curve,
canonicalization, version. The prefix stays because registered suites are
unprefixed, so an unprefixed name claims registry membership by
convention and a future registered suite taking it would make every proof
signed under this one ambiguous -- the EcdsaSecp256k1Signature2019 defect
by a slower route.

Nothing has been released under the old name. The shared vector is
re-signed: cryptosuite is inside the proof configuration, so the rename
invalidated its signature.
