fix(gatekeeper): Keep accepting the purposes this accepted before

Dropping assertionMethod was justified by scanning one node's store:
43,020 anchored operations, all authentication. That is good evidence and
not a proof about the network's history, and the asymmetry is bad --
refusing a purpose that was once accepted freezes any DID that used it,
against a saving of one string in a list.

Accepted: capabilityInvocation, authentication, assertionMethod. Emitted:
capabilityInvocation.
