fix(types): Keep the legacy proof on the credential purpose set

Narrowing Proof to the operation purposes made it wrong for the other
thing it describes: a credential issued before the suite carries
assertionMethod, which the type then excluded, while admitting
capabilityInvocation, which no legacy proof has ever carried.

Nothing emits a legacy proof now but the seed bank, and that claims
authentication. capabilityInvocation belongs on
ArchonEcdsaOperationProof, which is the only thing that uses it.
