Build PIE release binaries from published libmustache SDKs

Use checksum-pinned libmustache SDKs for Windows x64 and macOS ARM64 so PIE can install the extension without a local libmustache build.

Validate complete package matrices and licenses before creating release branch drafts or publishing version tags. Scope release permissions to those pushes, retain Unix source installation, and recover safely from corrupt SDK caches.
