fix: set audit.block-insecure so the 12.4 lane resolves

Every consumer that tests TYPO3 12.4 sets this in its own composer.json. The
canary did not, so it was the only repository failing on the audit block that
no real consumer hits. A canary red for a reason no consumer shares is not a
warning, it is a broken signal.
