fix: point coverage badge at dev instead of the abandoned master branch

The badge was pinned to the master branch's Coveralls record, which
has been frozen since 2024-11-21 (88.9%) - nothing pushes to master
anymore since main became the default branch, and dev is the only
branch the test workflow's Coveralls upload step actually runs against
on every relevant push. Pointing the badge at dev instead shows the
current, accurate number (~98%).
