Move to a single ESM-only build

- Replace the dual cjs/esm build with one tsc pass into build/ (single
  tsconfig-build.json extending the shared tsconfig-base/build presets)
- Remove tsconfig-build-esm.json and support/package.cjs.json/package.esm.json,
  no longer needed by the single-build pipeline
- Simplify package.json exports/module/types to point at build/index.js and
  build/index.d.ts directly, drop the now-unused main/files fields
- Rewrite support/postbuild.cjs to write the trimmed package.json, copy
  README/LICENSE, and patch the version into build/constants.js when present
- Fix clean:build (renamed from clean:dist) so it still clears coverage, and
  fix clean's reference to it
- Fix the package.json repository URL, which pointed at valgen
- Pin the CI test job to Europe/Istanbul for consistent date-based test runs
