fix(ci): only scan the PR title for major/breaking in auto-merge (#86)

The eligibility veto grepped the PR title *and* body for "major"/"breaking".
Dependency-audit PRs routinely list other packages' major versions in the
body prose, so safe patch-level PRs were silently marked ineligible and
never had auto-merge enabled -- while the job still reported success, so
there was no failing signal to notice.

Scan the title only, and drop the now-unused BODY env var.
