fix(operator): skip ineligible nodes in sticky batches (#586)

* fix(operator): release ignored nodes from sticky batches

Remove ignored nodes from persistent and cached priority membership before
compartment selection so waiting nodes can progress. Preserve active batch
members and advance the ordering offset only once. Cover repeated selection
and ignored node states with regression tests and update the batch docs.

Filter ignored and untolerated candidates before batch selection while retaining priority entries and package state for resumption. Keep ignored nodes blocked during sequencing waits, and cover ordering, recovery, taints, and compartment sizing.

Preserve ignored-node status when another node is already in progress and selection returns early. Keep priority entries intact and retain the sequencing guard against repeated status writes. Extend the existing active-batch regression to assert the ignored status.

* fix(operator): set taint status before batch selection

Mark unfinished nodes with untolerated taints blocked during the initial scan, so early batch-selection returns cannot leave their status waiting. Keep the eligibility predicate free of node mutations.

Add regressions for a waiting node outside NodePriority while another node is in progress, and for preserving completed nodes.
