docs(diagnostics): complete the code reference in 08-dev-diagnostics

Add the ten DiagnosticCode members the quick-reference table and body
lacked (ACTION_CALLED_IN_OWNED_SCOPE, MISSING_EFFECT_FN,
SYNC_NODE_RECEIVED_ASYNC, INVALID_REFRESH_TARGET, INVALID_AFFECTS_TARGET,
SETTLE_WALK_UNINITIALIZED_SOURCE, REACTIVITY_HALTED, INVARIANT_VIOLATION,
FLUSH_IN_EFFECT_CALLBACK; PRIMITIVE_IN_FORBIDDEN_SCOPE gets its code as
the heading), the missing "error" kind, the observe tier and
OBSERVE.exclude in the programmatic API intro, and mark the TanStack
loader-in-transition work as planned rather than existing.
