Loosen pandas pin to allow pandas 3.x (#95)

The pandas<3.0.0 cap was added defensively before pandas 3.0 existed
(V1.9, "Update pandas v2"), not for a documented incompatibility.
Verified with pandas 3.0.5: the only real break was
pd.read_json(schedule.to_json()) in the test suite - pandas 3.0 removed
read_json's legacy auto-detection of a raw JSON string vs. a
path/file-like, so it tried to open() the JSON content as a filename.
Fixed by wrapping it in io.StringIO, which works on both pandas 2.x and
3.x. wintertoo's own production code only calls read_csv on real file
paths, so it was unaffected.

Full test suite passes against both pandas 2.3.3 (previous floor) and
pandas 3.0.5 (new resolved version) in a clean install.

This unblocks mirar's own astropy/pandas major-version bump, which
otherwise conflicts with this pin.
