ci: set the release title in the GitHub release workflow

When the release is created from a CHANGELOG notes file instead of
--generate-notes, the release name stays empty and GitHub falls back to
the merge commit message as the release title (e.g. 'v2.0.1: Merge pull
request #13 …'). Pass the tag name as the release title explicitly so the
release page is titled just 'v2.0.1', matching previous releases.
