Pull #264

github

fix(users): ignore NOTICEs and don't invent a channel for queries

Services talk to us in NOTICEs, so tracking those made NickServ a user.
A query isn't a channel either, so a user first seen in one is now
registered without any, instead of with the bot's own nick standing in
for a channel.
