fix(users): track users who talk to us in a query

Returning on every non-channel target meant a query never reached the
tracking branch, so someone who only ever PMs the bot stayed unknown and
commands couldn't identify them. Only bail out for channels we're not
in, and skip messages whose mask isn't a nick (server notices) rather
than letting them fall into the else branch and raise a KeyError.
