fix: pass a valid Python version to the maxtest nox session (#1177)

`python_releases.latest()` returns a tuple since abff499, so `nox -s
maxtest` asked uv for Python `"(3, 14, 7)"` and the session could not
run.

Add `latest_str()`, which returns `"major.minor"`, and use it in the
noxfile. The release parser now also rejects pre-release strings such as
`3.15.0rc2`.
