chore: Disable /proxy endpoint and EXTENSIBILITY_CUSTOM_COMPONENTS (#5300)

The /proxy CORS endpoint can be abused for SSRF, so it is disabled again
until it is properly secured. EXTENSIBILITY_CUSTOM_COMPONENTS depends on
that endpoint, so it is disabled on dev and stage as well.

Re-enable tracked in https://github.com/kyma-project/busola/issues/5299
