fix: TMS-41492 mode-split Sync finalize and parametrize bulk skip (#306)

Keep adapterMode=0 early final sendTestResults; modes 1/2 post InProgress
and let Work X finalize. Deduplicate bulk by finalize key (externalKey/params),
not bare externalId, so parametrize siblings are not dropped.
