set root: true in ESLint config

Without root: true, ESLint cascades up the directory tree and merges any
parent .eslintrc it finds. In a git worktree nested under the main checkout
that pulls in a second copy of the mocha plugin from the parent's
node_modules, and ESLint refuses to load the same plugin twice. This broke
both a plain eslint . and the posttest hook in worktrees. Stopping config
resolution at the project root is also the correct behavior for a
standalone package.
