Drop livelihood -> ERY mapping, no clean equivalent exists

Lebanon's LCRP source data (lbn_sectorsreporting_bydistrict_2024...
_hxlated.csv) lists "Livelihood" as its own standalone sector,
distinct from both "Food Security" and any Early Recovery category
(LCRP has no Early Recovery sector at all). The existing
"early recovery livelihoods" -> ERY precedent this mapping was based
on doesn't apply here, so leave it unmatched rather than guess, same
as Chad's "Environnement" and PAK's "DRR".
