docs: add status badges and a development section to the README (#6)

Give readers immediate visibility into the new CI and quality signals and
document how to run the local checks.

- Add a badge block (release, Go Reference, Test, Coveralls, OpenSSF
  Scorecard) with a collapsible section for lint, release, Go Report Card,
  CodeQL, and vulnerability-check badges, mirroring ochami's layout. Badge
  targets match the workflow filenames added in the preceding change.
- Add a Development section stating the Go 1.17+ requirement and listing the
  Makefile targets (test, race, coverage, vet, lint, govulncheck, check).
