Refugee Consultative Forum were logged as unmatched sectors across
several country 3W datasets (Haiti, Yemen, Syria, Sudan, PAK, CAR,
Lebanon, Venezuela), despite mapping cleanly to existing cluster
codes/precedents already in this file.
