Don't require the reporter to hold editbugs, since a reporter who cannot name a component usually does not hold it either and those are the bugs the three buckets were just added for

The `%group.editbugs%` clause came in to replace a Mozilla IAM staff
roster that missed vendor QA and community contributors, and on 16
team-owned components it was a reasonable proxy for "files a report the
agent can work from"; on `Firefox :: General` and `Firefox :: Untriaged`
it removes most of the population instead. `utils.is_bot_email` in
`handle_bug` stays, because bots hold `editbugs` and passed the old
query too, and the two tests that asserted the clause are replaced by
one pinning its absence so it cannot come back as the reflex answer to a
run of bad bugs.
