test(zonal-shift): request cpu/mem so pods avoid unregisterable tiny instances

The zonal-shift spec's deployment used the default (near-zero) pod resource
requests, so Karpenter provisions the cheapest instance (t4g.nano, 512Mi).
On some clusters that node's kubelet crash-loops and never registers, hanging
the pod-readiness wait until the Eventually times out. Request 500m CPU / 1Gi
memory to steer off nano/micro and keep the test deterministic.
