feat(ws-connector): forward island assignments to the session that owns them

Sockets are registered by (wallet, session key), the session key being the auth chain's ephemeral address. engine.peer.{addr}.island_changed.{session} reaches only the socket holding that session; the legacy subject stays behind LEGACY_ISLAND_CHANGED_FORWARDING for the transition. A repeated string for the same island to one socket is de-duplicated within ISLAND_CHANGED_DEDUP_MS. peer.{addr}.connect carries the session key. The supersede cooldown, the cross-replica kick and peer.{addr}.superseded are removed: another device's socket is never kicked, it simply receives nothing.
