Document the fragility of the index-based webhook patches

Both patches replace a webhook list entry by positional JSON6902 index
rather than by name, because JSON6902 has no name-based matching. That
silently broke once already in this PR when controller-gen reordered
its output. Document the assumption inline so the next controller-gen
bump doesn't reproduce the same failure mode undetected.

No functional change; verified kustomize build config/default still
produces the correct three validating and two mutating webhook
entries, and make test/lint/fmt-verify all still pass.
