Drop the index repair migration

V6.10.1.3 rebuilt an ix_filemetadata_tree created without text_pattern_ops.
The only index it could find is one built by an earlier draft of this branch,
which has never shipped, so on any real installation it is a permanent no-op.
V6.10.1.2 creates the index correctly on its own.

A dev or QA database that ran an earlier build of this branch keeps the old
index and should drop it by hand.
