feat(ws-connector): announce a completed handshake on peer.{addr}.connect

Island assignments now come only from Pulse's cluster feed, which is
silent while a peer's cluster is unchanged, so a client that reconnects
standing still is never told which island to join. comms-gatekeeper
answers this subject by re-announcing the wallet's island.
