chore: Fix mocha ts-node shim on Node 22+

Node 22+ enables experimental type-stripping, which conflicts with the
ts-node/register shim mocha loads. package.json config is static JSON and
can't branch on the Node version, so move it to .mocharc.cjs and apply
no-experimental-strip-types only on Node >= 22.
