ci: deploy docs on release publish instead of master merge

Docs auto-published on every merge to master, landing site changes
before the tag, npm publish, and release notes. Trigger now fires on
release: published, checked out at the release tag so the site matches
the shipped version. Dashboard and proxy releases are filtered out;
workflow_dispatch remains for docs-only fixes between releases.
