ATProto OAuth: if client assertion doesn't have exp, use iat instead

technically exp is required, https://datatracker.ietf.org/doc/html/rfc7523#section-3 , but the reference PDS evidently doesn't check for it, so some clients like Graze (on an out of date version of AIP) don't provide it 😕
