chore: improve ClickHouse insert outcome, drop, and circuit breaker telemetry (#3950)

* count ClickHouse insert outcomes by backend and error class

* export ClickHouse circuit breaker opens as a counter metric

* give ClickHouse queue-unavailable retry drops their own telemetry event

* count ClickHouse events dropped after insert failure, tagged by reason

* retry ClickHouse pool-checkout timeouts and TLS alerts

* normalize Finch HTTP/1 pool checkout timeouts so they retry and get counted

* make dialyzer happy
