fix: declare minimum supported Node.js version on publishable packages

Only the private monorepo root declared engines.node >=22.12.0; the
published packages had no engines field at all, so npm installed them
fine on older Node and consumers only found out at runtime via
ERR_REQUIRE_ESM (flat v6 and https-proxy-agent v9 are ESM-only and rely
on Node's require(esm) interop, non-experimental only since 22.12.0).

BREAKING CHANGE: published packages now declare engines.node >=22.12.0.
Installing on an older Node version will be flagged by npm/pnpm/yarn at
install time instead of failing at runtime. (#4588)
