chore: add anti-slop static analysis gates (#3899)

Add four static-analysis tools and wire them into CI, following the stack
used in smolsqls and smolquery. Tooling only: no changes to lib/ or test/.

- ex_slop: a Credo plugin with checks for LLM code patterns.
- ex_dna: a duplication ratchet, pinned at the current 29 clones.
- reach: structural smell detection against a committed baseline of 194.
- mix_audit: dependency advisories, advisory only for now.

New aliases: `mix ci` runs every gate CI enforces. `mix test.slop`,
`mix test.structure` and `mix test.deps` run the individual gates. The three
gating ones join the existing `quality` CI matrix. `test.deps` runs there too
but does not block, because the lockfile carries pre-existing advisories.

ExSlop needs its checks appended to `checks.enabled` in `config/.credo.exs`.
Credo treats an explicit `enabled` list as authoritative and discards a
plugin's `checks.extra` defaults, so registering the plugin alone runs none of
its checks. The append reindents the enabled list, so most of that file's diff
is whitespace; read it with `-w`.

Every gate goes in green against the existing codebase. The 10 ex_slop checks
that have pre-existing findings sit in an `ex_slop_backlog` list, so the other
21 are enforced now. Credo goes from 53 to 74 checks. AGENTS.md documents how
to work the backlog down and forbids adding to it to go green.
