fix: honour meeting mode on the Windows head, which had stopped compiling (#57)

The Windows head has not built since #43 on 2026-09-01, which added the
in-meeting mode. That change gave PlatformPresentAsync a silent
parameter and updated the Android and Apple halves; the Windows half
kept the old one-argument signature and nobody noticed, because CI
builds net10.0-android and net10.0-ios and no Windows head at all.

WHAT MEETING MODE MEANS HERE. Not a downgrade -- the sound goes and
nothing else does. That is the rule the other two heads already follow:
Android posts to a silent twin channel with the same importance, the
same vibration and the same full-screen intent, and iOS sets Sound to
null and leaves the interruption level alone. So SetScenario(Alarm) is
now set whether or not the alert is silenced, and a muted red alert
still sits on screen until a responder deals with it rather than fading
like an ordinary toast.

MUTING IS A POSITIVE ACT, not the absence of SetAudioUri, and that is
the part worth knowing. An Alarm-scenario toast plays Windows' own
looping alarm sound when the notification names none, and an ordinary
toast plays the default notification sound. Simply declining to set the
audio would therefore have produced a "silent" alert that made a noise
-- the precise failure the mode exists to prevent, and one that would
have looked correct in review. MuteAudio() is what actually silences it.

It matters more on this head than on the mobile ones. AlertService reads
the mode once and hands the same flag to the presenter and to the in-app
alarm, so that a handset is never silent in the tray and audible in the
room. On Windows the in-app alarm is the whole audible story -- there is
