* Ship application logs as structured JSON

ship json log events to signoz

* cover the request tagging the logger relies on

* log consistently to signoz

app logs now use the same setup as pdc_discovery (mostly copy/pasta)
we have readable logs and json logs

* cover credential redactuib in nested request data

The redaction
  also has to reach into lists of records, which a form submitting several   records at once produces, but nothing exercised that path.
