make: fix test-luajit

`make test-luajit` failed with `syntax error near unexpected
token ';;'` when LUA_PATH/LUA_CPATH were exported (e.g. under
nix-shell the paths start with `;;;`, which the shell parses as
control operators).

The old default values embedded literal quotes into the make
variables (`LUA_PATH ?= "..."`), while the recipe expanded them
unquoted, so an exported path broke the command line.

Now LUA_PATH/LUA_CPATH are composed from the ambient environment
(when set), the project-relative patterns and the local luarocks
tree, and are quoted in the recipe. This keeps the local
development dependencies (such as luacov) reachable even when the
environment provides its own module paths.
