* chore: fix package lock after merge conflict

* chore: split @types/sinon-chai alignment into a separate branch

The @types/sinon-chai bump is a devDependency-only change and does not
belong in a breaking PR: the version bump automation attributes a
squashed commit to every package directory it touches, so including it
here would turn 23 patch bumps into major ones.

* fix: keep @types/sinon-chai untouched here and drop unused sinon-chai

- depalign requires a single version of each dependency across the
  monorepo, so @types/sinon-chai cannot be changed in only 3 of the 26
  packages that declare it. Leave all 26 at ^4.0.0 here; the alignment
  to ^3.2.12 happens in one go on COMPASS-11105-types.
- native-machine-id never imports sinon-chai, so depcheck flagged the
  devDependency as unused. Remove it.
- Align chai at ^4.5.0 in mocha-config-devtools to match every other
  package and keep it out of the depalign dedupe report.

* fix: downgrade chai dependency from 4.5.0 to 4.3.6 to be complient with chai-sinon 3.7 and compass

* fix: remove sinon-chai dependency from multiple packages to streamline testing setup
