Add support for building MapGuide dev container from local installer

Extend mapguide-devenv.sh with --installer-dir, --installer-file, and
--dockerfile options. When a local installer is supplied, the script
stages the installer and entrypoint in a temporary build context and
uses docker/devenv/Dockerfile.fromdir. Add the new Dockerfile variant
and document the options in README.md and script help.
