Upgrade mypy v3 (#3523)

* Stop supporting Python 3.8 and 3.9

* Remove python 3.{8,9} from the tox.ini

* Add a py311-extensive-docs tox env

* Remove explicit py311-extensive-docs

* Fix syntax and evrsion erorrs in the go-task/setup-task

* Make extra-tasks use 3.10

* 3.10 not 3.1

* Bump some more python < 3.10 dependencies, and lint accordingly

* Mypy and ruff fixes

* Upgrade mypy; more type checking

* Fix HexTuples false positive

* Revert some poor changes to RDFXMLHandler

* Fix more type lowercasing

* Fix ColorItemtuple lowercase

* Use poetry 2.4

* Add an extensive and extensive-min tox env

* Remove py39 references and explain first version after which it's not
supported

* Make 3.10 the extensive-min one

* Use newer poetry

* Fix deprecated pyproject and poetry usage
